CSC RURAL E-MOBILITY SCHEME - INTRODUCTION
The transition towards electric mobility(e-Mobility)is one of the major initiatives undertaken by the Government of India (GoI) to strengthen its effort towards the reduction of carbon emissions. It offers India not only an opportunity to improve efficiency and transform the transport sector but also addresses several issues that the country is currently grappling with. The concerns regarding energy security and rising current account deficit (CAD) on account of rising fossil fuel imports( appx 5-6 Lacs Crs Annually) can be addressed with the uptake of electric mobility.
India is a power surplus country and is currently witnessing lower plant load factors due to lower capacity utilization. As per the conservative estimates, demand from electric vehicles (EV) could greatly improve the utilization factor of underutilized power plants, as charging pattern of EV users is considered to coincide with power demand during the non-peak hours in the country.
Steps taken by the GOI to promote e-Mobility
The GOI has taken a lot of initiatives for creation of an eco- system for rapid deployment of EVs in the country to meet its commitments of reduction of carbon emissions and also to reduce import of fossil fuel and optimum utilization of power. Some of the major initiatives takenare as under.
- FAME II ( Faster Adoption and Manufacturing of Hybrid and Electrical Vehicle): Allocation of 10000 Crs for next three years starting form this year for demand Incentives, establishment of network of charging stations and administration of Scheme including publicity,IEC( Information, education ,communication ).
- No license requirement for setting up Charging stations.
- MoP guidelines for setting standards of various components of electric mobility ecosystem.( Copy of letter will be uploaded along with all the policy guide lines of GOI on the matter)
- Reduction in the GST for EVs from 12 to 5 % and for Charging stations from 18 to 5%.
- Income tax exemption on interest upto 1.5 Lacs on loan taken for purchase of EVs.
- Phasing out production of IC based two wheelers by 2025, three wheelers by 2023 and four wheelers by 2030. Charging stations at every 25 kms on highways and one for every 3 sqkm at other urban/semi urban areas.
- Procurement of 10000 EVs and 2000 charging stations for Govt offices through EESL
e- Mobility Ecosystem
The e-mobility ecosystem comprises of the following components to understand it with a view to explore various business opportunities it offers to us.
- EV owners: The owners of 2 , 3 and 4 wheelers. The buses fleet operators etc.
- Charge Point Operators( CPO): It could be individuals, agencies like ( State Transport Corporations like DTC), DISCOMS, Institutions, Housing Societies etc. The main job of CPOs is to set up and maintain the charging stations or EVSE ( Electric Vehicle Supply Equipment).CSC SPV may act as CPO.
- Network Service Providers( NSP) or e- Mobility Service Providers: It could be CPOs or any Agency, OEM etc). The NSP provide the software / Mob App and integrate it with Charging points for their visibility to EVs owners to locate , book time slots for charging and also to make payments as per the set rules and tariffs.
- Battery Swap Operators. To save time taken for Charging, there will be an opportunity to set up Battery swap stations. It is ideal for fleet operators like Ola, Uber and e Smart.
- The EVSE needs to communicate with BMS( Battery Management Syatem) of battery pack in EV, to enable it to charge at right rate for maintaining SOC (Status of Charge)of batteries. Physical layer for this communication will be CAN, as it is commonly used by vehicle manufacturers in India.
- Communication between EVSE and Central Management System (CMS) located at power utility company or Charge Point Operator( CPO), so as to enable maximum charging rate to be controlled depending upon the rates of grid supply. This will also enable metering at different rates. This is critical as whenever vehicles consume large currents and grid should be able to supply it. This will also enable reservation of chargers by users.
- The communication protocol used will be OCPP. This will be carried on Internet, using wired media or wireless (Wi Fi or GPRS or 3g/4g wireless).
- The EV owners use Mob App to locate , book slot for charging at a selected Charging Station through the app. The Mob App also facilitate remote monitoring ,payment and other basic operations of the Charging Station and could be developed and managed by a Network Support Provider( NSP) or the CPO.
- Provisioning of EVs and Charging stations for Govt entities and CSCs: CSC SPV has tied up with EESLand other OEMs ( Hero Electric , EXiCometc)to provide them the EVs( 2W,3W, 4W) and Charging Stations for their CSCs/other govt agencies.The CSCs may use these vehicles and Charging stations for enhancing rural e- Mobility in the area under their jurisdiction by evolving a transaction/rental model as their business model.(The various models of the products( EVS and Chg Stations) from different OEMs will be uploaded on the websites with price and other specs and procurement /payment process after signing the agreement with them)
- Network Service Provider: CSC SPV will be CPO for its own network of CSCs and also for others operators if they wish to tie up with it. For this CSC SPV need to develop its own software / Mob App or tie up with a technology partner already having this facility deployed on the cloud. It could be OLA , UBER , DISCOMs or other OEMs like Siemens etc. CSC SPV has already identified such agencies for provisioning of these services on rollout of this initiative.( Details will be uploaded on website once it is finalized)
- Battery Swap Operator: Charged batteries could be provided immediately to EVs owners by CSCs as operators.They( EV owner) may also need not own the batteries.( Details will be uploaded once it is finalized with the OEMs)
- Li –Ion Batteries as Substitute to Lead Acid Batteries /UPS /Gen Set. The initial cost of procurement is high but over a period of 3-5 years it is economical as its maintenance and operational cost is less in comparison to Gen Set /UPS based on Lead Acid batteries. On successful completion of a pilot being done by CSC SPV , it can be made available to all the VLEs.(Details will be uploaded on website once it is finalized)

The communications that need to occur between the EVSE and an electric vehicle(EV) and also that needs to happen between the EVSE and a remote server is shown in the above figure..
